...you have a passion for your subject and want to conceive it as you
have in your mind, then you're a photographer.
...you know what is wrong with the shot you waited so long to get, then
you're a photographer.
...you're not satisfied with the slightest mistake you make, then
you're a photographer.
...you return to the same location until you are satisfied with what
you get, then you're a photographer.
...you know what shutter speed, ISO and aperture are, then you're a
photographer.
...you know what bracket means and know how to use it, then you're a
photographer.
...you know what depth of field is , then you're a photographer.
...you know where your focal point should be , then you're a
photographer.
...you know that this color is wrong or that contrast is too much, then
you're a photographer.
...you keep the sun to your back, then you're a photographer.
...you know the difference between camera shake and motion blur and how
to correct it next time , then you're a photographer.
...you can bring beauty to a subject that is not usually a beautiful
object , then you're a photographer.
...you have the desire to shoot but not kill , then you're a
photographer.
...you zoom in and zoom out, then you're a photographer.
...you know what equipment works in most situations and aren't afraid
to use it, then you're a photographer.
...you know what crop means and know how to use it, then you're a
photographer.
...you don't have to manipulate your images as much as you used to,
then you're a photographer.
...you try and try again to capture what your mind's eye sees , then
you're a photographer.
...you photograph , are you a photographer?

Not everyone who photographs is a photographer though...it's up to you
to decide. ;)
